El memorando de entendimiento debe prever obligatoriamente: la distribuci\u00f3n del personal en los distintos colegios electorales la distribuci\u00f3n de los puestos en las distintas categor\u00edas de personal la organizaci\u00f3n y realizaci\u00f3n de las operaciones electorales. Tambi\u00e9n es posible celebrar un memor\u00e1ndum de acuerdo en caso de que se produzca un cambio en el n\u00famero de colegios o en la composici\u00f3n de los mismos en relaci\u00f3n con la situaci\u00f3n jur\u00eddica. En algunos puntos, como los cambios en el n\u00famero y la composici\u00f3n de los colegios, el memor\u00e1ndum de acuerdo debe ser firmado por todas las organizaciones sindicales que se hayan presentado. Por lo tanto, se requiere la regla de la unanimidad de los sindicatos. Para los otros puntos, si un sindicato no firma, el memorando de entendimiento no ser\u00e1 exigible en su contra. Si permite que la votaci\u00f3n tenga lugar de conformidad con el protocolo, se considerar\u00e1 que ha dado su consentimiento impl\u00edcito. Los sindicatos, por unanimidad, no pueden imponer su voluntad al empleador que es parte en la conclusi\u00f3n del protocolo.
