background_repeat=&#8221;repeat&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<div class=\"entry-content\">\n<p><span><span class=\"\">El 16 de junio, el Presidente de la Rep\u00fablica anunci\u00f3 una reforma del sistema tributario sobre las ganancias de capital inmobiliario.\u00a0<\/span>El objetivo es hacer m\u00e1s fluido el mercado inmobiliario, apoyar la actividad del sector de las obras de vivienda y favorecer as\u00ed una ca\u00edda de los precios favorable a los compradores e inquilinos de primera vivienda.\u00a0Se refuerza con una reducci\u00f3n excepcional adicional durante un a\u00f1o, destinada a crear un shock de oferta y amplificar los efectos estructurales de la reforma.<\/span><br \/><span>Esta reforma pone fin a los efectos perversos del sistema actual, introducido en 2011, que animaba a los propietarios a esperar antes de poner su propiedad en el mercado por motivos fiscales.De hecho, los efectos econ\u00f3micos de esta decisi\u00f3n han resultado muy negativos, con una ca\u00edda del volumen de transacciones, como las obras que generalmente acompa\u00f1an al cambio de propiedad.<\/span><br \/><span>Bernard CAZENEUVE, Ministro Delegado encargado del Presupuesto, present\u00f3 el jueves 18 de julio a los Senadores los t\u00e9rminos de esta reforma, que ser\u00e1 aplicable a partir del 1 de septiembre de 2013 para las transmisiones de inmuebles actualmente sujetos al impuesto, es decir, residencias distintas de la residencia principal de los contribuyentes y la vivienda de alquiler.<\/span><br \/><span>La reforma se basa en dos ejes:<\/span><br \/><span>\uf0b7 Para agilizar el mercado inmobiliario y eliminar el incentivo fiscal para aplazar las transmisiones de inmuebles, se regularizan las bonificaciones por periodos de tenencia.Se reducir\u00e1 de 30 a 22 a\u00f1os el plazo para beneficiarse de una exenci\u00f3n total de ganancias de capital a efectos del impuesto sobre la renta;\u00a0Con el mismo objetivo, la exenci\u00f3n de las contribuciones a la seguridad social (CSG y CRDS) ahora se producir\u00e1 progresivamente cada a\u00f1o y ser\u00e1 total despu\u00e9s de 30 a\u00f1os.<\/span><br \/><span>\uf0b7 Para amplificar este efecto y permitir un desbloqueo inmediato del mercado inmobiliario, se aplicar\u00e1 una reducci\u00f3n excepcional adicional del 25% a las transmisiones realizadas entre el 1 de septiembre de 2013 y el 31 de agosto de 2014. Estas disposiciones se detallar\u00e1n en una instrucci\u00f3n que se har\u00e1 p\u00fablica muy pronto<\/span><br \/><span>. r\u00e1pidamente.Se integrar\u00e1n en el proyecto de ley de finanzas para 2014.
