La reforma del\u00a0<\/span>impuesto al patrimonio<\/span><\/a>\u00a0(ISF) se implement\u00f3 de acuerdo con el programa presidencial de Emmanuel Macron, reemplazando as\u00ed el ISF por el impuesto al patrimonio inmobiliario (IFI).\u00a0En este nuevo sistema, los ahorros, las inversiones financieras y otros activos como yates, coches de lujo u obras de arte ya no est\u00e1n incluidos en la base imponible.\u00a0S\u00f3lo se tiene en cuenta el valor del inmueble.\u00a0El objetivo principal de esta reforma es atraer accionistas extranjeros y animarlos a invertir en empresas francesas.\u00a0La escala del IFI sigue la del ISF, con un umbral de 1,3 millones de euros y tramos impositivos que van del 0% al 1,5%.<\/span><\/p>\n

La reforma del impuesto sobre el patrimonio de Emmanuel Macron tiene como objetivo fomentar la inversi\u00f3n en empresas francesas.\u00a0La ley de finanzas para 2018 mantuvo la reducci\u00f3n del 30% para la vivienda habitual, as\u00ed como el tope que limita el importe del impuesto al 75% de la renta.\u00a0Adem\u00e1s, sigue vigente la disposici\u00f3n que autoriza deducciones por donaciones, hasta un m\u00e1ximo de reducci\u00f3n de 50.000 euros.\u00a0Esta disposici\u00f3n permite a los contribuyentes deducir el 75% del monto de la donaci\u00f3n de su obligaci\u00f3n ISF.<\/span><\/p>\n

Sin embargo, se eliminar\u00eda la reducci\u00f3n concedida anteriormente para las inversiones en peque\u00f1as y medianas empresas (PYME).\u00a0Esta eliminaci\u00f3n forma parte del objetivo del gobierno de fomentar la inversi\u00f3n en empresas francesas.\u00a0El objetivo anunciado por Macron era reforzar la inversi\u00f3n en estas empresas.\u00a0Como resultado, es posible que los contribuyentes que eran elegibles para el ISF ya no tengan un incentivo para invertir en estas peque\u00f1as empresas.\u00a0Esta situaci\u00f3n podr\u00eda suponer una p\u00e9rdida importante, especialmente para las startups.\u00a0Esperamos que el gobierno o la asamblea nacional reconozcan esta consecuencia da\u00f1ina y adopten r\u00e1pidamente una enmienda para remediarla.<\/span><\/p>\n

Adem\u00e1s, el nuevo impuesto sobre el patrimonio inmobiliario corre el riesgo de obstaculizar la fluidez del mercado inmobiliario.\u00a0Por ejemplo, una persona que haya sido propietaria de una propiedad en Par\u00eds desde la d\u00e9cada de 1950 podr\u00eda considerar comprar bienes inmuebles adicionales para alquilarlos, generando ingresos mensuales.\u00a0Esto habr\u00eda sido una contribuci\u00f3n positiva al mercado de alquiler.\u00a0Sin embargo, bajo el r\u00e9gimen fiscal exclusivamente inmobiliario, ahora se anima a estas personas a invertir en valores alternativos, como acciones, en el mercado de valores, en lugar de en el mercado inmobiliario franc\u00e9s.<\/span><\/p>\n

En resumen, se puso en marcha la reforma del ISF de Emmanuel Macron, reemplazando el ISF por el impuesto al patrimonio inmobiliario, excluyendo as\u00ed los activos no inmobiliarios de la base imponible.\u00a0El principal objetivo es animar a los accionistas extranjeros a invertir en empresas francesas.\u00a0Aunque algunas disposiciones, como las reducciones por residencia principal y las deducciones por donaciones, permanecen intactas, eliminar la reducci\u00f3n de la inversi\u00f3n en PYME podr\u00eda tener efectos negativos en las peque\u00f1as empresas.\u00a0Adem\u00e1s, el impuesto sobre bienes inmuebles puede obstaculizar la fluidez del mercado inmobiliario al desalentar las inversiones inmobiliarias y desviar fondos hacia otros valores.<\/span><\/p>\n
